With reference to the letter from this office No. F 552/15/10 of March 9th, 1921, I am directed by Earl Curzon of Kedleston to transmit to you herewith, for the information of Mr. Secretary Churchill, printed copy of a despatch from His Majesty's Ambassador at Tokyo, covering a translation of regulations for the control of morphine, cocaine and other narcotic drugs in the Island of Formosa. Sir C. Eliot forwards also a translation of the opium Ordinance (Formosa) of 1897, under which the import and manufacture of opium or of drugs containing the same ingrediente as oplum are prohibited to the public, but reserved as the special prerogative of the Government alone.

Perusal of the return of importa and exports of raw opium to and from the Colony of Hongkong during the year 1920, copy of which was enclosed with the Colonial Office letter No. 13027/21 of March 21st, 1921, shews that practically the whole of the raw opium, other than Uncertificated Bengal Opium, exported from the Colony

no less than six hundred and nineteen and a half chesta
In view of this fact, Lord went to the Island of Formosa.
Curzon would be glad to be informed whether any special regulations are in force in the Colony of Hongkong, governing the re-export of opium to foreign destinations, auch ea the Island of Formosa.
